That Noynoy and even some of his senator-allies are meddling in the internal affairs of the judiciary — the Supreme Court specifically — has again been validated by yesterday’s report saying that two senators, who now sit as judges in the impeachment court, tried to broker an “arrangement” of a power-sharing deal between two SC justices: Renato Corona, chief justice, and Antonio Carpio, associate justice, who has a very moist eye set on the high court’s top position.

As this power-sharing deal was junked by Corona, his rejection of it paved the way for his impeachment, which everyone knows and which Noynoy and his aides can hardly deny, was engineered by Noynoy, as he himself had boasted that he was the brains behind it.

There is speculation that the UK is planning to sanction the use of chemical nerve agents against UK citizens on British streets. These could include substances whose use in warfare is banned by the Chemical Weapons Convention of 1993.

­The speculation comes as leading neuroscientists have asked the government to clarify its approach to the use of chemical weapons – specifically “incapacitating chemical agents” – for law enforcement purposes. Fugitive retired Gen. Jovito Palparan Jr. continues to evade public hearing on one of his crimes, even as he seeks sympathy by speaking via his topnotch lawyer.

MALOLOS CITY, Bulacan — For the third time, retired Maj. Gen. Jovito Palparan Jr. did not attend the hearing at the Bulacan regional trial court.

Palparan is charged with kidnapping and serious illegal detention in relation to the disappearance of two students of the University of the Philippines Karen Empeno and Sherlyn Cadapan. The students, along with farmer Manuel Merino, were abducted in Hagonoy, Bulacan, on June 26, 2006.

After today’s hearing, Palparan’s lawyer, Jesus I. Santos, distributed to the media copies of Palparan’s statement. Santos’ representation of Palparan is under question by the prosecutors and the DOJ because when he turned up to lawyer for the fugitive Palparan, his authorization was signed not by Palparan himself but only by his wife. Santos also represented former First Gentleman Mike Arroyo.

Palparan and another accused, M/Sgt. Rizal Hilario, remain at large while two other accused, Col. Felipe Anotado and Staff Sgt. Edgardo Osorio, have been put under military custody.

“I am not a fugitive. The warrant that was issued for my arrest is illegal since it is a by-product of an improper preliminary investigation. This is a gross violation of the due process clause of the Constitution,” read Palparan’s statement which did not bear his signature.

The parents of the disappeared, Erlinda Cadapan, Concepcion Empeño and Oscar Empeño, all got furious after reading Palparan’s statement.


“Not a fugitive? Why doesn’t he come out, then?” Mrs. Cadapan asked.

Malacañang finds the offer of the Communist Party of the Philippines (CPP) to help capture fugitive former Gen. Jovito Palparan as unwelcome and un-necessary as it would only complicate the ongoing manhunt operation.

At the regular press briefing yesterday, deputy presidential spokesman Abigail Valte said CPP’s order to its armed group, the New People’s Army (NPA), to locate and capture Palparan would only complicate matters, adding the manhunt is purely a law enforcement matter.

“Well, it will certainly complicate matters because the manhunt so to speak is ought to be purely a law enforcement matter. President Aquino did a late change of heart yesterday, saying he is spending his birthday today in Dumaguete City, one of the areas most affected by the 6.9 magnitude earthquake that hit the Visayas last Monday, after the Palace initially said that Aquino, as much as he was deeply concerned over the rising casualty count on the strong temblor was not scheduled to visit the disaster-struck areas until later.

The government is being criticized for its slow response to the tragedy with rescuers reportedly digging through rubble with their bare hands in a frantic search for survivors, a day after a powerful earthquake killed dozens of people.

The lone suspect who killed last Monday a widow and stabbed her three children in Caloocan City was arrested before he could escape, Mayor Enrico “Recom” Echiverri announced yesterday.

In a hastily called press conference, the mayor presented to media Ivan Lou Climaco, 28, of Baesa, Barangay 161, who was arrested for stabbing to death Ana Aguilio, 46, and wounding her three children.

At the same time, Echiverri, who earlier had put up a reward of P100,000 for anyone who can provide information on the whereabouts of the suspect, handed the cash to one Alvin, 28, a relative of the victim and turned out to be Climaco’s former classmate..... MORE
