Noynoy’s utter failure

It’s been well over a year since Noynoy and his Dinky Soliman have been boasting about the success of their conditional cash transfer (CCT) program, implementing the tens of billions in doleouts to supposedly poor families that would serve to force the parents to have their children go to school and get an education, along with having healthier mothers, by having them go through pre-natal care.
More billions are to be poured for 2012, as the budget shows, despite the clear failure of the program to alleviate the plight of the poor.
