Did our friend Negros Oriental Rep. George Arnaiz err in sponsoring and leading the vote on House Bill 4820 creating the province of Nueva Camarines out of Bicol’s biggest province, Camarines Sur?

This question is being propounded almost as a last minute counterpoint to the bill’s passage during the last congressional session before the break by lawyer Joselito Figuracion, Camarines Sur’s Sanggunian Panlalawigan ( provincial board) secretary. We recall that it was Arnaiz as chairman of the Lower House’s committee on local governments who shepherded the bill through committee and later sponsored it on the floor until it was voted overwhelmingly (229-1) on third reading. That smothered the effort of its oppositors led by incumbent CamSur Gov. LRay Villafuerte and the province’s Fifth District Rep. Sal Fortuno to delay its consideration until they have submitted more information to support their cause..... MORE

"I mean if the “errors” are of no moment and will not materially affect the bill’s principal objective which is to optimize CamSur’s potentials and afford the residents therein proper and more basic services which the sponsors claim are not available at the moment because of its sheer bigness then that can probably be classified as “inadvertent” and thus defensible as all other similar laws which also contained similar “flaws” and subjected to amendments as Arnaiz apparently advised Figuracion will be done. Those amendments can be worked out at the Senate or in the bicameral committee which will attend to the conciliation of differing provisions if such are found in the Senate version. But if the “errors” are such that, as per Figuracion’s calculations, they could alter the equation, as it were, and amount to a material misrepresentation of the solid foundations of the wisdom and validity of CamSur’s division into two developed, first class and sustainable provinces then this deserves a fair hearing. I have no doubt that Sen. Bongbong Marcos who chairs the Upper House’s committee on local government will call all interested parties to the hearings to clear the air once and for all. Let that process begin soonest."
