Former military comptroller Maj. Gen. Carlos Garcia (ret.) was ordered by Noynoy to serve out his sentence of hard labor for two years arising from his conviction meted out by a military court.

Noynoy appeared pleased with himself that he had ordered Garcia imprisoned in the National Penitentiary in Muntinlupa, with early claims of Gloria Arroyo not having acted on the conviction and sentence of Garcia.

It was later found that the papers never reached Gloria, which only proves that Noynoy and his administration, without going through checks, quickly blame Gloria for anything and everything with speed and no thought.

Apart from the military admitting to having no record of the military court’s transmittal of the Garcia conviction to Malacañang, there also appears to have been more mistakes committed regarding the incarceration of Garcia..... MORE
