House body pushes stiffer penalties for child abusers
By Charlie V. Manalo 05/16/2011The House committee on the welfare of children has endorsed the swift approval of the proposed Anti-Corporal Punishment Act that imposes stiff penalties on the use of physical and humiliating punishment to discipline or control children.
Authored by Bagong Henerasyon Rep. Bernadette Herrera-Dy, House Bill 4455 was unanimously approved by the House panel as it issued a strong appeal to the House leadership to immediately calendar the proposal for second reading debates.
Herrera-Dy, committee vice chairman, said aside from promoting positive and non-violent methods of disciplining children, HB 4455 also provides the legal framework to the country’s commitment to a number of international commitments to protect the youth..... MORE
