Evidently, Noynoy Aquino is having difficulty in getting people to fill up the positions in government — some 5,000 of them, all of which he had earlier warned Gloria Arroyo against filling up with her appointments, insisting that these posts were his to fill.

But it looks like he can’t even seem to even fill up the sub-Cabinet levels, much less the bureau levels.

The claim now from Noynoy is that he is finding it hard to find “good people” to take on public service.

That’s probably not accurate, given his inordinately long time to even fill up his Cabinet posts even when there were many of those holier than thou yellows were more than willing to join his yellow government.

In all probability, Noynoy did not have a ready-made list of even Cabinet officials even after he had won the presidency, which marks his unpreparedness for the job of the presidency.

It is usual for a presidential candidate — especially one who scores high even in those questionable surveys — to have tapped some supporters or even non-supporters for certain positions, high and low, during the campaign period. On the possibility, or even probability of winning the race, the presidential candidate would have at least talked to several people whom he believes should join his government.... MORE
