The French having a saying which goes this way: The more things change, the more they remain the same.

This appears to be true in the case of the replacement of the current administration, that is, the Gloria Arroyo administration, or presidency, to be more specific, and the presumed incoming administration of Aquino II, or the presumed Noynoy Aquino presidency, which, from all indications, displays this early, the very same Gloria traits.

Change, said Noynoy and his Liberal Party, is coming, with the ascendancy of the Noynoy yellow group. No more trapo transactional politics, they claimed, yet even this early, they have announced that they will be using the pork barrel allocation of the congressmen to ensure that an LP Speaker will be elected, for Noynoy to have control of the House.

But didn’t Noynoy and his yellows claim that they want to repair the damage done by Gloria to the democratic institutions which they all said she had prostituted to the max?

Why then are they adopting the same Gloria tactics and forcing Congress to bend to the executive power, knowing that doing such would automatically eliminate whatever independence the Congress could have salvaged, if its members were, as stated by the Budget Law, given their allocations automatically....
