Pulta 01/25/2010 The debate on the constitutionality of President Arroyo’s residual power to appoint the next Chief Justice (CJ) days before she relinquishes power got hotter yesterday after a former Justice secretary said the Judicial and Bar Council (JBC) cannot stop Arroyo from appointing the Supreme Court head even if it withholds a shortlist of candidates but members of the high tribunal can.
