Meaningless vow FRONTLINE Ninez Cacho-Olivares 01/05/2010 Six months before her usurped term in Malacañang ends, Gloria Arroyo has vowed to dismantle private armies before the 2010 polls. Frankly, given her dismal track record in delivering on her vows and pledges, this pledge to dismantle private armies before the elections is meaningless. Malacañang says this is to come about due to the so-called independent commission she has formed, saying that the commission is to have broad powers to investigate, to tap all government agencies with the end view of being able to finish its work, prosecuting, if necessary, and submitting its recommendations for executive action before the scheduled polls.....
