Rosales 01/26/2010 Despite the many maneuvers and alleged legal technicalities raised by political allies of Sen. Manuel Villar Jr. in the Senate in a bid to kill the Senate committee of the whole (Scow) report that finds him guilty of ethical misconduct and conflict of interest on the C-5 road extension project, along with coup talks, Senate President Juan Ponce Enrile yesterday succeeded in steering the floor debates on the Senate report that calls for the censure of Villar. Enrile’s sponsorship of Scow Report No. 780, as expected, was met with objections from Villar’s partisans in the minority bloc, as they tried to put up a good fight to prevent the report from being discussed in plenary....
