Jamby Madrigal against Sen. Manuel Villar Jr. for improper conduct on the realignment and appropriation on the C-5 diversion road in Las Piñas. After more than 50 years of law practice and law teaching, Senate President Juan Ponce Enrile dissected the issues one by one and came out with a strong case to find Senator Villar guilty of improper and unethical conduct justifying a finding of guilty and a penalty of censure. It looks very probable now that the Enrile majority of 13 will approve the report before it adjourns next week.....
