Bowing to the MILF FRONTLINE Ninez Cacho-Olivares 12/06/2009 Gloria declared martial law in Maguindanao yesterday, along with the suspension of the writ of habeas corpus, which powers are vested in her by the Constitution, but only under specific circumstances. Some lawyers have pointed out, however, that the circumstances specified by the Charter, such as insurrection and rebellion, do not warrant the imposition of martial law in Maguindanao.
