Less than a month away from the scheduled elections, the Commission on Elections (Comelec), now realizing that more and more problems will be cropping up on election day is now singing partial auto polls. With the Smartmatic Precinct Count Optical Scan (PCOS) machines going on the blink, with even the Smartmatic officials admitting that definitely, they expect the machines to malfunction on election day but stressed that this is not a glitch, as this is expected (hello? Duh, not a glitch?) the Comelec has finally announced that it is preparing for manual counting and tabulation of votes....
