Noynoy appoints Bacalzo as PNP chief, bane of junior officers

The  warning previously transmitted by the junior officers of the Philippine  National Police (PNP), which Malacañang merely branded as  “speculative”, had completely fallen on the deaf ears of President  Aquino III as he named PNP deputy director general for operations, Raul  Bacalzo, as its  next top official.
Bacalzo, a  member of the Philippine Military Class 1977, edged out fellow nominees  PNP deputy chief for administration Dir. Gen. Perfecto Palad and PNP  chief for directorial staff Dir. Benjamin Belarmino.
Palad  was considered by many as the most qualified for the position if the  seniority rule and police hierarchy would be faithfully taken into  consideration by the appointing authority that is Aquino — their  Commander-in-Chief.
