Restore senior citizens’ discount MR. EXPOSE Amb. Ernesto Maceda 02/03/2010 Former Sen. Ralph Recto, then chairman of the ways and means committee, stubbornly refused to allow any exemption to his 12 percent eVAT proposal. He refused to exempt VAT on medicine, oil products and canned foods. But he did allow exemption to PAL in the purchase of airplanes and spare parts. Recto, Teves and GMA said they needed to raise P100 billion from VAT to be spent for schools, health services and other social service projects. But that promise never happened.....
