Civility in government has been thrown out of the window from the day Noynoy Aquino assumed the presidency.

And because Noynoy has demonstrated much too often his incivility toward his critics and political foes, as well as those in other departments whom he clearly dislikes, his Palace aides, especially his mouthpieces and Budget Secretary Butch Abad, have followed their principal in treating all those who are seen as Noynoy’s “enemies” in the same highly uncivil and uncivilized manner, picking up more fights as they go along, and making more “enemies” in the process.

Where they should just have shut up, they continue with their undignified, disrespectful and insulting manner, such as that which was shown by them toward the high court Chief Justice, in their bid to please Noynoy, knowing that Chief Justice Renato Corona is Noynoy’s bête noire.

In much the same way have Noynoy and his Palace boys treated the late strongman’s son, Sen. Ferdinand “Bongbong” Marcos, when statements could have stopped after Noynoy, during a foreign newsman’s group stated that Marcos is not to be buried anywhere with military honors..... MORE

Another priest in Mindanao has been murdered — the third such among the priests who have a membership to the Pontifical Institute of Foreign Missions (PIFM) and all we will hear from Malacañang are the same things, such as condemning such an act and vowing to bring to justice the perpetrators, all of which we have heard before and all of which are meaningless, since such cases are hardly ever solved by this administration.

Italian Catholic priest Fausto Tentorio, who spent three decades working in violence-plagued Mindanao was shot dead inside his church compound on Monday.

Police said an unknown gunman shot Tentorio, 59, eight times at his PIFM parish in the remote farming town of Arakan on Monday morning as he got into his car.

They said the assailant escaped and did not yet have any idea about the motive for the murder..... MORE

In the days before President Obama approved American-led airstrikes in Libya without congressional go-ahead, the White House considered using cyberwarfare to attempt to crush the army of Colonel Muammar Gaddafi.

Hoping to cripple the Gaddafi government’s computer systems and bring down their air-defense network, The New York Times reports today that the Obama administration“intensely debated” if hacking into foreign computers would be a smart move during the start of the ongoing NATO missions in Libya that are largely supported by American troops.

Officials involved with the decision-making of the cyber-attack tell The Times that American authorities were concerned that officially entering an era of high-scale computer warfare could cause competing nations across the globe to respond with cyber crimes of their own against the Pentagon. The US has already accused China, Russia and North Korea of cyberwarfare in the past, however, and has denied responsibility for similar crimes waged against the nation of Iran..... MORE

Wikipedia advises that a heckler’s veto occurs when an acting party’s right to freedom of speech is curtailed or restricted by the government in order to prevent a reacting party’s behavior.

Originally coined by University of Chicago law professor Harry Kalven, the common example of a heckler’s veto is that of demonstrators (reacting party) causing a speech (given by the acting party) to be terminated in order to preserve the peace.

Although used in the context of “freedom of speech and assembly” as a basic right provided for under most constitutions including ours, the idea of a “heckler’s veto” can also apply to P-Noy and his adherents’ latest tactic in the Marcos burial issue.

After P-Noy emphatically advised out of the blue that former President Marcos will not be buried at the Libingan ng mga Bayani (LNB) or even anywhere else with state honors under his watch his spokesmen have gone to town invoking all kinds of justifications to support this lamentable proposition. They are practicing a kind of “heckler’s veto” on this decidedly highly emotional issue and are succeeding, for now, in putting a closure to it..... MORE

NEW YORK — Exactly a month after a few hundred anti-capitalism activists set up camp in New York, the Occupy Wall Street movement has gone international and won the attention of the White House — even if no one knows where it will go next.

Protesters sheltering under plastic tarps in the well organized camp at Zuccotti Park, near Wall Street, began their second month in situ Monday with plans to follow up on big demonstrations that swept through the popular Times Square area over the weekend.

They not only have set up all the basic needs of an open-air community — ranging from a cell phone charging station to a library — but are flush with $275,000 in donations, according to Darrell Prince, an organizer at the protest’s finance committee.

MANILA – A long-time Italian Catholic missionary living among the Manobo tribe was shot dead this morning inside the Mother of Perpetual Help parish in Arakan Valley, North Cotabato.

Fr. Fausto Tentorio of the Pontifical Institute for Foreign Missions (PIME), died of multiple gunshot wounds this morning, October 17, as he was preparing to go to a clergy meeting in Kidapawan City. Initial reports reveal that the assailants entered the convent and shot him on the head and chest with three bullets, instantly killing him.

Tentorio first arrived in the Philippines in 1978 and was assigned to North Cotabato in 1985.

In a statement sent to Bulatlat.com, the Rural Missionaries of the Philippines (RMP), of which Tentorio was an active member, said, “It is very clear that the priest’s murder was pre-meditated as there was already a threat on his life by the Bagani paramilitary group under the jurisdiction of the 73rd IB, eight years ago due to his love for the Lumads, particularly in organizing them to have their voice heard…”

The RMP was referring to the first attempt on Tentorio’s life in 2003 when he was hunted down by Bagani paramilitaries in Kitaotao, Bukidnon.

The Kusog sa Katawhang Lumad (Kalumaran), a group of Mindanao indigenous peoples,
holds the Aquino administration responsible for the death of Tentorio. The group said the priest had criticized the massive military operations in the community he served..... MORE

President Aquino’s adviser on peace process, Teresita “Ging” Deles, had a direct hand in drumming up the candidacy of former President and now Pampanga Rep. Gloria Arroyo in the 2004 presidential polls in Mindanao, used her office and even dipped her fingers into government funds to finance the campaign of then candidate Arroyo during the 2004 presidential elections.

A witness bared this information at yesterday’s Senate hearing on the alleged poll fraud in 2004 and 2007.
Deles was then Arroyo’s peace adviser until she resigned along with the so-called “Hyatt 10” in 2005.

It will be recalled that Deles, along with the other Cabinet and sub-Cabinet members, called on Arroyo to resign due to allegations of poll rigging in mid 2005, even as it now turns out that Deles herself apparently had personal knowledge of the cheating as she appears to have been directly involved in it, yet she resigned only after the Hello Garci tapes went public.

A close vote by the Supreme Court (SC) has upheld the constitutionality of Republic Act 10153 for the synchronization of the Autonomous Region in Muslim Mindanao (ARMM) elections with the national and local elections in 2013.

Court Administrator and spokesman Jose Midas Marquez said the Court’s ruling will authorize the president to appoint officials in the meantime.

“The TRO is being lifted and therefore the President will be allowed to appoint OICs upon finality of the decision,” Marquez said.

The magistrates were unanimous in upholding the power of Congress to synchronize the ARMM elections but were divided on the issue of appointing OICs for ARMM posts.

Associate Justices Arturo Brion, Lucas Bersamin, Diosdado Peralta, Martin Villarama Jr., Jose Mendoza, Mariano del Castillo, Bienvenido Reyes and newly appointed justice Estela Perlas-Bernade, held that the President can appoints OICs for all the posts in ARMM..... MORE

A Filipina and her Malaysian husband were convicted by a Malaysian lower court for trafficking Filipino women in Malaysia for prostitution while a Singaporean is awaiting his sentence for committing the same offense, an embassy report said yesterday.

However, the court ordered a stay in the implementation of the sentence pending the appeal filed by the accused at the Malaysian High Court. A bail of RM10,000 or $3,333 each was imposed on them.

The Philippine Embassy in Malaysia welcomed the decision of the Jalan Duta Sessions Court 14 in Kuala Lumpur convicting Malaysian Kwong Tuck Choy and his wife Nancy, who were both sentenced to eight years imprisonment and meted a fine of RM30,000 (US$10,000) or RM5,000 (US$1,666) for each of the trafficked victim.

The Armed Forces of the Philippines (AFP) yesterday assured the public that the planned employment of special Cafgus within mining sites in Surigao del Norte, which lost more than P2 billion in properties during an attack staged by the New People’s Army (NPA) early this month, will not lead to more human rights violations.

At a press briefing, AFP spokesman Col. Arnulfo Marcelo Burgos Jr. downplayed fears expressed by the advocacy group Amnesty International (AI) which urged the Aquino administration to rescind plans to deploy military-trained Special Cafgu Armed Auxiliaries (Scaa) to the mining sites.

Vice President and Inter-Agency Council Against Trafficking (IACAT) chairman emeritus Jejomar Binay has strongly recommended to the Philippine National Police (PNP) the adoption of a one-strike policy for chiefs of police who failed to monitor or stop human trafficking in their respective jurisdictions.

“The IACAT cannot sustain continuous raids. It would be better to warn the police chiefs that they may be removed with just one lapse,” the Vice President told Justice Undersecretary Jose Salazar, who acts as chairman of the anti-trafficking body in a meeting last Monday.

“Conducting these raids are time-consuming. The better approach is to set preventive measures,” he added.

The government seems to have missed a golden opportunity to reclaim its ability to influence local prices of oil products after President Aquino turned down yesterday an offer from Petron Corp., now majority owned by conglomerate San Miguel Corp., to sell back to the state the refinery operations of the oil firm.

Aquino said the government does not have the expertise and “business acumen” to run the refinery despite the fact that the Petron refinery became the biggest in the country while in public hands during the term of former President Ferdinand Marcos.

Aquino said it would not be in the country’s best interest to buy back Petron’s Bataan refinery despite observations that this would give the government the needed leverage to influence the pricing of fuel products.

In thumbing down Petron’s offer to sell back to the government its Bataan refinery, Aquino admitted that his administration lacks the expertise and the business acumen to run Petron’s refinery operations..... MORE

Amid news reports of an increase in crimes perpetrated by youth, a neophyte lawmaker has filed a bill seeking to amend Republic Act (RA) 9344 or the the Juvenile Justice Law.

In filing House Bill 5423, Navotas Rep. Toby Tiangco said he was taking the first step to give protection to the victims of the juvenile crimes while at the same time holding the perpetrators accountable for their acts, notwithstanding their age.

“A law should be for the good of the majority. While I’m convinced that majority of our youth are well on their way to being upright citizens of our society, sadly there are still those who should be held accountable for their wrong choices,” Tiangco said.

“The provisions of RA 9344 appear to exonerate these juveniles and leave hapless victims and their loved ones without justice,” the solon stressed..... MORE
