Chief Justice Reynato Puno yesterday turned down suggestions that the Supreme Court (SC) motu propio or on its own intervene in proceedings of the Judicial and Bar Council (JBC) in preparing a list of nominees for his replacement when he retires on May 17.

Puno, who is ex-officio chairman of the JBC, however, said the nominating body will likely decide today at a meeting whether or not to submit a shortlist of nominees to “the sitting president.”.... MORE

According to the government, as calculated by the National Economic and Development Authority (Neda), the economy managed a 1.8 percent growth in the fourth quarter which is just enough for a near miss of a contraction with the gross domestic product (GDP) growing, if it can still be called a growth, by 0.9 percent for the entire year.

It is all of course pure pressure being applied on the Supreme Court justices, as well as on the Judicial Bar and Council (JBC) by some quarters in the media, as well as some SC justices not to accept any nomination to the position of chief justice (CJ) unless the appointing power is the new president.

This argument was first started by Noynoy Aquino, the Liberal Party bet, when he first threatened the SC justices not to accept the CJ position if he is to be appointed by Gloria Arroyo and threatened further to fire that justice who accepts the appointment by Gloria. What a dumb threat.

Naturally, as he and the Liberals believe he is to be the next president, he wants to appoint SC Justice Antonio Carpio..... MORE

It should be the declared policy of Congress to promote and expand the rural economy in an orderly and effective manner by providing the people of the rural communities with the means of facilitating and improving their productive activities and to encourage cooperatives, (and) toward this end the government shall encourage and assist in the establishment of a system of rural banks which will place within easy reach and access of the people credit facilities on reasonable terms.”
With these ringing words Congress created, through Republic Act 720, a system of banking institutions intended to provide credit facilities for the approximately 1,300 non-urban population centers of this country. The year was 1952.

Today, almost 58 years later, the declared policy of Congress is under severe attack and the system created by the Rural banks Act is in disarray. Hardly a month passes without newspaper advertisements announcing the placement of several rural banks in liquidation. That which ails the rural banks’ system is indicated by the fact that the failed banks are to be found in nearly every part of this country..... MORE
