The US government pretends to live under the rule of law, to respect human rights, and to provide freedom and democracy to citizens. Washington’s pretense and the stark reality are diametrically opposed.

US government officials routinely criticize other governments for being undemocratic and for violating human rights. Yet, no other country except Israel sends bombs, missiles, and drones into sovereign countries to murder civilian populations. The torture prisons of Abu Gahraib, Guantanamo, and CIA secret rendition sites are the contributions of the Bush/Obama regimes to human rights.

There appears something not right with the way Ombudsman Conchita Carpio-Morales presented her alleged evidence of the $10 million to $12 million in bank transactions of accounts she claimed are owned by Chief Justice Renato Corona.

Carpio-Morales testified that she had obtained the bank records of Corona from the Anti-Money Laundering Council (Amlac), yet what she presented was her “analysis” of the transactions, on the basis of computer-generated “documents,” which appears to be the same method used by the prosecution in presenting the so-called 45 properties owned by Corona taken from the Land Registration Authority (LRA), whose head testified that he had searched for the different properties through a “search engine” under the name of Renato Corona and names linked to him.

In much the same way, the Ombudsman presented her “evidence” on the dollar accounts of Corona mentioning the so-called bank account numbers — all 82 of them, but noticeably failed to state whose account it is for every claimed bank transaction, which is confusing if not puzzling..... MORE

After footage surfaced of Occupy Wall Street protesters in Minnesota making claims that they’ve been drugged by police officers, authorities in the state have opened up a criminal investigation.

At least one Minnesota state trooper has been placed on paid leave since law enforcement officers began investigating allegations that cops arrived at Occupy Wall Street encampments and drugged protesters.

Independent filmmakers and journalists in the state say that they have encountered members of local Occupy offshoots who say they have been offered drugs by law enforcement officers. Protesters who opt in to the program are stoned for free while, in turn, cops monitor the effects of the intoxicants..... MORE

Philippine radio network employees gear for a strike against union-busting

The union-busting and illegal dismissals, said the union president, started since they formed a union for the radio network’s Manila operations.

MANILA — Forty-two anchors, reporters and production employees of RMN in Manila are up in arms against the management of DZxl radio station after it dismissed three of their union officers recently. The employees charged that the dismissals are part of management efforts to break up their newly formed union.
Early this year, the RMN management reportedly terminated the union president of RMN Manila Employees Union (RMN-MEU), Michael Rogas, vice president Lorenz Tanjoco and director Shane Juan. The management also placed two other union members in floating status.

Rogas said they filed a notice of strike last May 7. The Department of Labor and Employment (DoLE)-NCR is set to hear their petition on Tuesday, May 15.

The radio employees’ union RMN-MEU had earlier filed cases against management for alleged union-busting and illegal dismissal.

Criticizing RMN management’s “anti-worker and anti-union activities,” Rogas said the union will stage a rally in front of RMN offices in Guadalupe Commercial Complex along EDSA Guadalupe in Makati City on Thursday, May 17. He asked other workers especially their fellow media workers to support their actions.

Too late, too clumsy. This is all we can say about the actions of senior administration officials on two headline grabbing issues last week. In the case of the reported rape of a 19-year-old girl by a Panamanian Embassy official who is technically attached to the embassy not an organic staff being associated with the Panamanian Maritime Authority, the Department of Foreign Affairs (DFA) declared him persona non-grata but only after he was allowed to go scot-free on a technicality.

At first blush, the DFA declared him “not covered by immunity” and thus liable to answer court summons under our laws saying that, as noted earlier, he was not part of the organic staff. A day or two later it reversed itself after consultations with the Department of Justice (DoJ) and, possibly, with the lawyers of the Panamanian Embassy, when the DoJ advised that based on its reading of the Vienna Convention and other relevant laws he is covered as reiterated by the embassy itself. While the Panamanian charged with rape may have already managed to escape from facing criminal proceedings before the Makati City regional trial court (RTC), the long arm of the law can still catch up with him even when he is accused and charged in his home country.

Senate Majority Leader Vicente Sotto III is out to press the Departments of Justice (DoJ) and Foreign Affairs (DFA) in “pressuring” the Panamanian government to pursue the case against the suspect, Erik Schcks Bairnals.

Sotto said this appears to be the option left for the government to bring justice to the 19-year-old Filipina rape victim, to make him account for the alleged crime he committed while staying in the country until his de-parture last week, especially if the Panamanian govern-ment will insist on his diplomatic immunity..... Ombudsman Conchita Carpio Morales may be liable for disclosing the contents of the Anti-Money Laundering Council (AMLC) alleged “transactional” reports on the supposed bank accounts of impeached Chief Justice Renato Corona without a complaint first being filed by the AMLC with the Ombudsman.

Morales had testified before the Senate impeachment court yesterday that which she had obtained was a confidential report personally delivered to her by AMLC executive director Vicente Aquino while confirming to chief defense lawyer Serafin Cuevas that she did not inquire into the veracity of the report.

Guidelines limiting the involvement of the Armed Forces of the Philippines (AFP) and the police have been signed by several government agencies as part of the promotion of workers’ rights throughout the country.

Aside from the AFP, other signatories of the guidelines are the Department of Labor and Employment (DoLE), the Department of Interior and Local Government (DILG), the Department of National Defense (DND), the Department of Justice (DoJ) and the Philippine National Police (PNP).

The National Commission on Indigenous People (NCIP) has ordered an environment advocate group to stop making further improvement on the worship place which it earlier intruded and converted into a resort early this year in Palawan. In a letter to the ABS-CBN Foundation Inc.-Bantay Kalikasan, the NCIP asked the NGO headed by Gina Lopez “to temporarily cease from further improving the subject area.” The letter dated Apiril 11, 2012 addressed to James Adrian Bicaldo, officer-in-charge of the Bantay Kalikasan in Palawan, said the NGO should secure first the certificate of pre-condition (CP) from the NCIP and the free and prior informed consent (FPIC) from the ancestral domain owners. Studies have shown that heart disease has been the leading cause of death in the country for the last ten years according to a data from the National Statistics Office (NSO). The NSO said almost 300 Filipinos die of heart disease every day based on a 2009 study.
