The Philippines received a diplomatic protest from China in response to its formal invitation to Beijing to join the country in bringing the territorial dispute to the United Nations-linked International Tribunal on the Law of the Sea (ITLoS) for resolution. Displeased by Manila’s proposal, a senior Philippine embassy official was summoned by the Chinese foreign ministry to receive the protest and to reiterate that the shoal is an “integrative part of Chinese territory.” Deng Zhonghua, head of China’s department of boundary and ocean affairs, said Manila’s plan to seek recourse before the Hamburg-based ITLoS “contravenes the fundamental principles of international relations, and also inflicts serious damage on the current international order.”

China has rejected a proposal to bring the Scarborough Shoal row to international arbitration as tensions between Manila and Beijing locked in a three-week naval confrontation in the area showed no signs of easing.

The Philippines received a diplomatic protest from China in response to its formal invitation to Beijing to join the country in bringing the territorial dispute to the United Nations-linked International Tribunal on the Law of the Sea (ITLoS) for resolution.
