If ever pressure bears on the Senate jurors in the impeachment trial of Chief Justice Renato Corona, it would be on considerations that they would be key to averting a constitutional crisis as a result of Noynoy’s expressed disinclination on following decisions of the Supreme Court (SC) that do not suit him.

With the high court now is a petition from Vicente Millora, a former head of the lawyers group Integrated Bar of the Philippines (IBP), seeking to prevent the Senate court from hearing the complaint. While the Senate is expected to follow the tribunal’s ruling on this, Noynoy, however, would not likely respect a ruling that would stop his self-imposed crusade to oust Corona whom he considers to be a tentacle of his nemesis former President Arroyo..... Group asks DSWD: Why focus on CCT amid disasters?

By Mario F. Fetalino Jr. 12/28/2011

A watchdog on public finances heavily criticized the social welfare department’s budget giving a lion’s share to the conditional cash transfer (CCT) program in its budget despite the forecast of more killer typhoons to enter the country next year.

Marivic Raquiza, co-convenor of Social Watch Philippines which organized the Alternative Budget Initiative (ABI), said a scrutiny of Department of Social Welfare and Development’s (DSWD) appro-priations for 2012 showed 80 percent of the agency’s P49.359 billion 2012 budget has been allotted for the CCT program, while all other programs including those to assist victims of cala-mities have to split the remaining 20 percent or P9.914 billion.

In particular, the budget for disaster victims of P48.043 million is less than one-tenth of one percent of the total DSWD budget, Raquiza said..... MORE

Four petitions challenging the validity of the impeachment proceedings in the House of Representatives against the Chief Justice have been calendared in the agenda for the court’s first en banc session next year, Court Administrator Midas Marquez said yesterday ..... MORE
