This happened only last week. The Metropolitan Manila Development Authority (MMDA)’s Larry Fiala apprehended a motorist somewhere in the Edsa, Cubao area, for a traffic violation. Refusing sanction, the motorist hit the traffic enforcer in the face, and then swiftly drove away. The motorcycle-riding Fiala pursued him all the way to Edsa, Connecticut, and engaged him in a hot discussion. The motorist took out a gun, opened fire and landed five bullets in Fiala’s stomach, then left.

The motorist has been identified as Edward Gonzalez, 30, of Makati. He’s been arrested, legally tagged as a “suspect,” and now jailed at the Mandaluyong City Police Headquarters. Fiala remains critical, at the Victor R. Potenciano Memorial Center.

MMDA Chairman Francis Tolentino is quoted by the tri-media promising to underwrite the costs of the victim’s medical care and related needs, and see that the suspect is hauled to court and punished for what he has done. “We’re hoping that Mr. Fiala’s condition improves,” said Tolentino. “He was performing his duty unarmed. All he had were his traffic citation tickets and his determination to enforce our traffic laws. It is appalling that a heartless individual would just shoot him for no clear reason.”.... MORE

A year ago, this column discussed a debate between Flor Lacanilao, retired professor of marine biology at UP and Roger Posadas, professor at the UP Technology Management Center. They recently had an under-reported return bout (it was at a small ring in cyberspace), in which Posadas coasted to victory with a TKO in the third.

Initially, Posadas allowed Lacanilao to dictate the terms of the fight, jogging in place and back-pedaling while his plucky opponent threw a few inaccurate punches, and at this stage it seemed Lacanilao was unaware there was another fighter in the ring.

In his State of the Nation Address, Noynoy Aquino had, said Lacanilao, once again ignored the need to beef up scientific research. While the president announced that UP and the Department of Science and Technology (DoST) had teamed up “to develop a prototype monorail system, which could potentially provide a home grown mass transport solution that would cost us as little as P100 million per kilometer,” Lacanilao demanded that they “show — with properly-published studies — the cost-effective, safety, and — most important — capability claim[s] for these innovations.”.... With the way President Benigno “Noynoy” Aquino is managing (or mismanaging) the country’s affairs, it won’t be long before even his closest allies start abandoning him.

The statement issued by Sen. Ralph Recto warning Noynoy that his underspending of the government’s budget, aggravated not only by his failure to arrest the continuing rise of prices of basic commodities, as well as instigating this by imposing new taxes and recalling government subsidies, clearly expresses the frustrations of even the closest allies of the President on his self-styled governmental management.

While trying to sound as if he understands Noynoy’s concern on the alleged misuse of government funds of the previous administration, Recto said that as the year is fast approaching the fourth quarter, his own administration should by now have come up with the idea on how to spend its budget to spur economic growth..... Thus a heading read recently in one of the national dailies. It could not but raise interest and instill concern. In effect, it also raised certain doubts about basic prudence, and aroused some questions about elementary propriety. Is it not the present Malacañang occupant who continuously claims its integrity and loudly proclaims its transparency? Is it not that the ruling national leadership has renounced the so-called “wang-wang” mentality in furtherance of one’s advantage, in assertion of one’s power?

“Pork Barrel.” The very title alone is both intriguing and interesting. It immediately says something dubious and questionable. It stands for practically everything but what is right, proper and just. This is not to say that there are no instances when assigned to upright and forthright politicians, it is credited for the benefit of the people and places. But, the truth remains that the pork barrel stands for graft and corruption—as a matter of fact. This is precisely the reason there is that long standing move in the Legislative Department itself to do away with it..... MORE

An informant from the Moro National Liberation Front disclosed yesterday that those killed in a recent encounter were MNLF members, and not Abu Sayaff Group members, as the Philippine Army Special Forces has been claiming.

This was posted at the www. luwaran.net Web site by an MNLF informant, who intimated that Col. Alexander Macario lied that the Sept. 11 encounter was between the AFP and the Abu Sayaff.

“You are killing us despite our ceasefire and 1996 peace agreement,” the informant protested.

Macario is the head of the anti-terror task force tasked to track down a band of ASG in the island province..... MORE

The mere mention of unrest appears to have sent chills down the spine of the Palace, with Malacañang saying the warning of Sen. Ralph Recto of a looming middle-class revolt as a result of President Aquino’s inaction amid rising prices and higher taxes was exaggerated and the senator who happens to be an Aquino partymate and ally had blown out of proportion the present state of the nation.

Such emerging fear is ironic since Aquino’s mother, former President Cory Aquino, was swept to the presidency through a middle-class revolt in 1986 and the incumbent Aquino subscribes to people power to effect change.

Prior to the presidency, Aquino even warned that he would call for people power if he loses the 2010 elections, which Aquino said was a prospect only possible through cheating..... MORE

The Armed Forces of the Philippines (AFP) yesterday expressed full support to the proposed amendments of the Human Security Act (HSA) of 2007 to further strengthened the country’s counter-terrorism campaign.

“The AFP is supportive to the proposed amendments of the HSA of 2007. For the AFP as implementers and enforcers of the law, such proposed changes are measures that will further enhance our overall anti-terrorism efforts and campaign,” AFP-Public Affairs Office chief Col.

Arnulfo Marcelo Burgos Jr. said.

Executive Secretary Paquito Ochoa, who is also the chairman of the Anti-Terrorism Council, earlier cited the need to strengthen the HSA to make its responsive to the threat posed by terrorist groups in the country..... MORE

Act Teachers Rep. Antonio Tinio yesterday called on members of the House of Representatives to remove funding from public-private partnership (PPP) schemes in the proposed 2012 national budget.

In his 2012 proposed budget, President Aquino claimed the use of PPP approach on social services will finally resolve the shortages of infrastructure, such as school buildings and hospitals. For the Department of Education (DepEd), he proposed P5.0 billion for school building construction through the PPP scheme. The private sector will finance and build classrooms while government pays them an annual amortization over a period of several years.

Tino, however, argued that public infrastructure projects financed by PPPs will end up costing the taxpayers more.

In the budget deliberations last week, Tinio faced Rep. Joseph Emilio Abaya, chairman of appropriation committee, with questions on the practicality of using PPP schemes over the traditional government financing. He claimed that financing public infrastructure through PPP scheme may turn out to be more expensive, citing experiences of Canada and United Kingdom to support his point..... MORE

Acting on reports about the growing criminal cases involving those with impaired hearing, lawmakers yesterday pushed the hiring of sign language experts in court.

Under House Bill 4121, filed by Reps. Teddy Casiño, (Bayan Muna); Neri Colmenares (Bayan Muna); Luzviminda Ilagan (Gabriela); Rafael Mariano (Anakpawis); Raymond Palatino (Kabataan party-list); Antonio Tinion ( Act Teachers); and Emmi de Jesus (Gabriela), all courts, quasi-judicial bodies, agencies and government institutions conducting investigations and public hearings will hire interpreters for proceedings involving individuals ascertained to be deaf through accepted clinical standards and procedures.

The bill, however, said that a deaf individual may waive the right to an interpreter.

“For most people, the importance of communication is usually taken for granted. But for individuals constrained by hearing or faced with audiological impairment, the insufficiency of communication systems and the lack of support can cause great injustice and disparity,” the lawmakers said yesterday..... KMU labels Pantawid Pasada as band-aid solution to oil hikes

The militant labor group Kilusang Mayo Uno deplored the rehash implementation of the Pantawid Pasada which is meant to appease transport sector after the unstoppable “Big Three” oil companies had implemented another price increase of petroleum products.

This is in reaction to deputy presidential spokesman person Abigail Valte’s announcement that the government has funds to provide subsidy for the transport sector reeling from high prices of petroleum products.

Valte made the announcement days before President Aquino’s scheduled meeting with transport leaders and amid talks of an impending nationwide transport strike, statement said.

“It is plain to see that the first Pantawid Pasada did not stop oil prices from skyrocketing and the Big Three oil companies from overpricing their products. Another Pantawid Pasada band-aid will not cure nor ease the pain of the cancer that is the oil companies’ monopoly of the industry,” said Elmer “Bong” Labog, KMU chairman..... MORE
