Demanding government action to push aggressive economic development for Mindanao by addressing the island’s energy concern, an opposition solon yesterday called on Congress to hold a special session for the purpose of granting President Arroyo emergency powers aimed exclusively at resolving the worsening Mindanao energy crisis.

This even as Department of Energy (DoE)’s attached agencies assured the public that Luzon and Visayas will have a brownout-less Election Day as power plants from both groups of islands have the energy supply to meet the power requirements.

At the hearing of the House energy committee, Cagayan de Oro Rep. Rufus Rodriguez of the Pwersa ng Masang Pilipino (PMP) said that while the energy crisis was foreseen as early as November last year, nothing had been done concretely and substantially to address the issue.... MORE

The Arroyo administration can only blame itself for peace negotiations with Muslim rebels that went bust under its nine-year rule because of its patent transactional politics that is premised on buying allegiance.

The demand of the Moro Islamic Liberation Front (MILF) for Gloria to surrender to it a substate as a condition for unprincipled peace was obviously a demand that she had earlier committed to the group.

Two years ago, in August, Gloria’s subalterns were ready to sign a document called the Memorandum of Agreement on Ancestral Domain (MoA-AD) in Kuala Lumpur and if not for a Supreme Court decision to stop it, a so-called Bangsamoro Juridical Entity (BJE) would have been established with all the characteristics of a separate and independent Islamic state.... Noynoy Aquino and his band of Liberals are clearly panicking, their panic mode being mainly based on the speed within which his survey ratings have been falling. And the panic in them shows, as one big mistake after another is being committed by their standard bearer, who, along with his team, seems to be clueless on how to get back to the top rung — at least in surveys and even their political propaganda.

Their problem — if they have not realized it yet — stems from the fact that Noynoy, along with his frigging civil socialites, banked heavily on the wave of sympathy that arose from the death of Cory Aquino. Everything--especially their message, all hinged on this claimed euphoria, generated incidentally by the Yellow media’s non-stop coverage. And Noynoy, his sisters and the Liberals were much too confident of victory, and were ultra-smug, as though the presidency was Cory’s heir’s divine right to take.... MORE

It has long been conventional wisdom that an outgoing Chief Executive with a record of service as controversial and as tarnished as Gloria Macapagal-Arroyo’s, will likely hedge his or her bets by entering into a secret partnership with one of the promising opposition candidates. The need to hedge is in inverse relation to the strength of the administration bet’s candidacy; the weaker the victory prospects of the administration candidate, the greater the need to engage in hedging.
Arroyo is finding it necessary to embed — the verb that became famous with the second US invasion of Iraq — herself with one of the leading opposition candidates because of the weakness of the candidacy of the administration candidate, Gilbert Teodoro Jr. 

Gibo Teodoro is the weakest candidate in what is turning out to be a four-candidate contest. He remains a distant fourth-placer in the opinion surveys. His rating has not risen above 5 percent since he became the standard-bearer of the Lakas-Kampi party, and, given the strengths of his three principal adversaries — Sen. Benigno Aquino III of the Liberal Party (LP), Sen. Manuel Villar Jr. of the Nacionalista Party (NP) and former President Joseph Estrada of the Pwersa ng Masang Pilipino (PMP) — and his personal and political deficiencies, the rating is likely to stay at around that level....
