Muslim rebels waging a 32-year war in Mindanao yesterday announced that a peace deal with President Arroyo’s administration was unlikely after rejecting the government’s latest offer.

The Moro Islamic Liberation Front (MILF) said the government’s proposal made when talks in Malaysia resumed last month was “unacceptable,” the group’s negotiator, Mohagher Iqbal, stressed.

“There was nothing in their draft comprehensive compact agreement that is worth considering at this stage,” Iqbal said, adding what the Muslims want is a real state with a sub-state relationship, and a state that is not under the rule of the Philippine government.

In Manila’s proposal, the government offered to share power in areas such as tax collection and control of natural resources the MILF considers as its “ancestral domain” on the southern island of Mindanao.... MORE

Bias is again seen all over the giant TV network, ABS-CBN, what with yet another instance of its management’s refusal to air an ad of presidential candidate, former President Joseph Estrada, one which highlights his spending priorities in health, education and infrastructure, along with the debt servicing spending, in comparison with the past administrations, up till the Arroyo administration.

The figures, which are official government figures, show that during the brief stint as president, Estrada’s spending priority was highest, among all administrations — from Marcos up, on social services, which means that he was truly looking after the impoverished and the citizenry at large. Not one single administration spent that much on social services, with Marcos spending on social services at 21.9 percent, from 1981 to 1985; Cory Aquino, at 22.2 percent of the budget for the same social services; Fidel Ramos, from 1993 to 1998 at 28 percent and Arroyo, from 2001 to 2004 at 29.8 percent, while Estrada had a 32.2 percent..... It is good that finally, the Supreme Court (SC) has taken the bull by the horns, so to speak, in finally putting an end to all these legal arguments over which appointing power and when, should name the next SC chief justice, upon the retirement of the incumbent CJ, Reynato Puno.

The arguments, as well as threats aired by those who do not want Gloria Arroyo to appoint the next chief justice, have been allowed to go on for so long that the issue has become politicized, and has even gone to the extent of having justices casting suspicions against each other to get the top high court post over the issue of who leaked what out.... Taliban capture signals shift by Pakistan

WASHINGTON — Pakistan’s reported capture of the Taliban’s top commander, with CIA help, would represent a dramatic shift after years protecting leaders of a militia that served as its proxy in Afghanistan, analysts said Tuesday.

The New York Times broke the news that Mullah Abdul Ghani Baradar was captured in Karachi last week in a secret operation carried out by Pakistan’s Inter-Services Intelligence agency (ISI) and the Central Intelligence Agency.

“It’s a clear signal to the Afghan Taliban commanders in Pakistan: Things have changed. You’ve got to make a choice, either you are going to continue fighting and it’s going to be without our help, or you make a deal,” said Arturo Munoz, a former CIA officer.... MORE
